Gangguan Internet Seluruh Negara 25 – 31 Julai 2011 – #TMNET

Kini, Telekom Malaysia telah pun mengeluarkan jadual penyelengaraan mereka daripada tempoh 16 Julai hingga 31 Julai, dimana melaluinya beberapa kawasan akan mengalami gangguan penggunaan internet, serta pada tarikh antara 25 hingga 31 Julai yang akan melibatkan pelayaran internet seluruh negara.

Pada 25 hingga 31 Julai 2011, TM bakal membuat kerja-kerja penyelengaraan yang melibatkan kabel bawah tanah SMW4 yang menyambungkan Malaysia ke Eropah. Ianya diperkatakan yang mana pada tarikh tersebut berkemungkinan para pengguna akan mengalami pelayaran web yang sedikit lambat, termasuk masa latency yang tinggi apabila mengakses laman-laman di Amerika Syarikat, Eropah dan juga Asia Utara.

Selain daripada itu, pada 26 Julai, mereka bakal mengemaskini rangkaian IPCORE mereka, yang mana melibatkan perkhidmatan internet dan suara ke Hong Kong dan juga Tokyo, serta pada 30 Julai TM bakal mengemaskini rangkaian IPCORE ke Amerika Syarikat.

Walaubagaimanapun, menurut Telekom Malaysia, beberapa langkah akan diambil untuk membolehkan para pengguna melayari internet tanpa sebarang masalah sepanjang tempoh tersebut.

Kelajuan Internet 1 Mbps Ketinggalan Zaman

Di ruangan forum laman web Utusan Malaysia Online, terdapat surat pembaca yang menarik perhatian saya. Memang sudah bertahun-tahun saya dengar mengenai kemunduran penggunaan internet di Malaysia, dan saya menyokong isi kandungan e-mel pembaca disertakan di bahagian akhir entri ini.

Malaysia yang terkenal dengan Koridor Raya Multimedia dan Cyberjaya memiliki kelajuan internet hanya 1 hingga 4 Mbps sahaja? Tiba-tiba saya rasa muka saya merah padam menahan malu. Sebagai rakyat Malaysia, saya berpendapat ini memang suatu perkara yang memalukan! Perkhidmatan internet di Malaysia seolah-olah katak di bawah tempurung.

Saya rasa perkara ini berlaku kerana perkhidmatan internet di Malaysia tidak ada pesaing. Apabila perkhidmatan wujud dalam bentuk tunggal, maka daya saing sukar untuk dibentuk.

Kita ambil contoh persaingan dalam dunia telekomunikasi telefon mudah alih. Maxis, Digi dan Celcom bersaing hebat untuk memberikan kualiti dan kuantiti perkhidmatan yang memuaskan pelanggan. Persaingan, perkara ini mungkin tidak dirasai oleh TM dalam dunia perkhidmatan internet.

Mungkin tanpa kita sedar terdapat pelabur atau pengusaha perkhidmatan internet yang melihat lubuk perniagaan berasaskan perkhidmatan internet di Malaysia. Mereka menunggu masa untuk memecahkan monopoli TM dalam perniagaan berasaskan perkhidmatan internet. Ketika itu, kejutan pasti berlaku dan penurunan kebergantungan pengguna dan pelanggan terhadap TM pasti akan berlaku. Lihat sahaja kejatuhan perkhidmatan telekomunikasi mudah alih pada awal era Millenium dahulu. Mereka yang gagal memberikan perkhidmatan yang baik kepada rakyat akan jatuh tersembam apabila muncul pengusaha-pengusaha baru yang memberikan perkhidmatan yang jauh lebih baik.

Jika pihak TM mahu memperkenalkan pakej yang lebih laju pada ketika pesaing-pesaing baru dalam perkhidmatan internet muncul, maka pada pandangan saya itu akan menimbulkan pandangan negatif rakyat Malaysia yang bijak terhadap TM. Kenapa bila ada pesaing baru TM mahu perkenalkan yang lebih laju? Kenapa dulu tidak ada? Sedangkan dulu sudah ada perkhidmatan internet yang menawarkan kelajuan yang lebih laju, pada kadar harga yang jauh lebih rendah. Kenapa Malaysia tidak boleh? Apa gahnya Koridor Raya Multimedia dan Cyberjaya kalau untuk meningkatkan kelajuan sambungan internet pun banyak masalah dan alasan? Maka, berhati-hatilah. Ini sekadar luahan hati seorang rakyat Malaysia yang tidak puas hati melihat pencapaian Malaysia dalam menyediakan perkhidmatan internet di negara ini. Sayangnya tidak ada pesaing di negara ini dalam bidang ini.

Sekiranya itu yang berlaku, zaman TM mungkin akan berakhir. Rakyat Malaysia sudah bertahun-tahun makan hati dengan kelajuan internet yang ditawarkan setakat ini. Cuma kita belum tahu bila ianya akan menjadi kenyataan. Saya mendapat maklumat yang mengatakan kelajuan internet di Perancis ialah 28 Mbps, 27 Mbps jauh lebih pantas berbanding di Malaysia.

Malah, turut dilaporkan kelajuan internet terpantas di dunia dimiliki oleh seorang wanita tua berusia 75 tahun dari Sweden. Wanita itu bernama Sigbritt Löthberg's, dilaporkan memiliki kelajuan internet sekitar 40 Gigabit per saat! Kelajuan internet di Malaysia umpama cahaya kunang-kunang yang mahu bersaing dengan cahaya rembulan. Nasib baik itu cuma satu demonstrasi. Kalau tidak memang jatuhlah imej Malaysia sebagai pemilik Koridor Raya Multimedia dan Cyberjaya. Namun Jepun masih boleh berbangga sebagai pembekal perkhidmatan internet terpantas dunia pada tahun 2007.

LAMPIRAN SURAT PEMBACA DI FORUM UTUSAN:
Sokong TM kaji kadar perkhidmatan Internet

SAYA amat bersetuju dengan pandangan Anak Penoreh, Kuala Berang, Terengganu yang tersiar di ruangan ini semalam. Memang tepat seperti yang disarankan iaitu bukan sekadar bantu penduduk miskin malah TM patut menurunkan kadar harga perkhidmatannya dan menaik taraf kemampuan jalur lebar yang dipromosinya.

Di Amerika pada kadar RM88 sebulan yang dicaj oleh TM untuk pakej 1 Mbps, saya mampu memperoleh kelajuan Internet 3 Mbps. Yang menghairankan saya ialah mengapa negara maju yang rakyatnya kaya-raya ditawarkan perkhidmatan yang lebih murah tetapi jauh lebih baik.

TM seharusnya mengkaji dan mengubah semula kadar harga perkhidmatannya supaya lebih munasabah dan sesuai dengan kemajuan teknologi masa kini selain membantu penduduk miskin luar bandar dengan pakej istimewa. Kelajuan 1 Mbps yang disogok kepada rakyat selama ini sudah ketinggalan zaman ditambah dengan caj yang langsung tidak berpatutan dan talian yang sering terganggu.

Kelajuan terpantas yang ditawarkan di sini adalah 12 Mbps pada harga RM140 sebulan berbanding pakej TM iaitu RM268 sebulan untuk 4 Mbps. Saya sedih melihat TM yang jauh ketinggalan dan tidak bersifat membantu rakyat dengan kadar harga overcharged.

Sudah tiba masanya TM melihat perkara ini sekiranya ingin memajukan industri teknologi maklumat di Malaysia. Saya mohon kementerian yang berkenaan campur tangan dalam perkara ini. Wujudkan lebih banyak pesaing untuk tawaran harga yang lebih munasabah kerana industri IT bukan lagi suatu perkara yang baru dan eksklusif. Kelemahan dan kelembapan Internet di Malaysia sememangnya tidak boleh dimaafkan.
